The skirt is not meant to sit high on the waist but not really low, either. Just slightly below the waist line. The waist band is not elastic; it has a 7" hidden side zipper. The waistband is 2" deep. Its length, again when laying flat, is 17 1/2" from the top of the waistband to hem. The laser cut pattern reminds us a little of a fleur-de-lis design. The skirt is gathered all the way around and can best be described as a flounce. Very fun and flirty...a flounce! No damage, no tears, no soil, fully lined. It's fantastic! $17.00
